Based on my experience with preservation, archival and research projects, this approach is at best a short-term solution. Over the history of the software and game industries, most developers are short-lived and copyrights are transferred or lost through acquisitions and business failures.
In the long term, it is often impossible for institutions or individuals to locate corporations or people who can sign off on the rights – or even know that they are the rights-holders. I have encountered considerable confusion among rights-holders concerning their ownership of copyrights, even in cases when I was confident that I had contacted the documented owner of those rights, and the owner was sympathetic with a request.
短期間で終わる研究プロジェクトでは許諾手続きを取ればよいものの、長期的には許諾を持つ人or組織を探すのが困難だったり、誰が権利者であるのかさえわからなくなったりするので有効ではないとご自身の経験から書いているようです。
