これ、典型的な誤訳です。
と言っても本家 SlashDot の連中もあらかた誤解しているので、駄目すぎだけど。
原文の対応する部分は下記の通りなんだけど、

これって、要は「SMPng キックオフ・ミーティングに出席した 15 人は ここ
半年ぐらいは忙しくて SMPng に関しては何もやってなくて、今頑張っている
のはミーティングにも出てなかった John Baldwin だけじゃん」ってことです。
どうして、これが「開発者数が 15 分の 1 に減った」なんて記述になるのか
不思議… slashdot も、あんまり新聞の悪口とか書けないかもしれませんな。
