この書き方だと、 Atom Z2460 は ARM (のVersionいくつ?)のネイティブコードを
*CPU の機能として* 実行出来るように読めるのですが。
仮に、OS なり Firmware なりがトランスコードするとしたら、ますますそのような
アレゲな機能の詳細が知りたいです。

「エミュレーターのような機構でネイティブARMアプリがシームレスに動くようになっている」とほのめかした(implied)そうです。インテルは発売時点でネイティブARMアプリの約90%が正常に動く「だろう」としているので、完全な互換を保証するわけではなさそうですね。
