そして、あなたが「中略」とした部分には、現行の特許制度そのものに対する問題点の指摘(専門家にしか解読困難な法律用語で書かれているため「公示」が機能を果たしていない)があります。
どこに「自社の特許を主張することがAndroidへの脅しである」と書かれていますか?
「長年の不透明な脅し」とは、つまりこのことです。(対Googleではなく対Linux)

誰に対するFUDなんでしょうか?
MSの提携相手はlinuxのユーザー企業ですから、彼ら相手にも開示しないのであれば脅しにはなるでしょうが

FUDってのはちょっと違いますよね。
ただ契約者に対してのみしか情報が与えられないと、相手は交渉を行い辛い(落としどころを事前に計算できない)ですから、相対的に不利にはなるでしょうが。
でも元々特許なんで公開情報だから根性出して探せば見つかる筈で、単に知的所有権で争う力が無いってだけとも。
