The European Council have called upon the Commission to take the necessary measures to introduce a new Internet Top Level Domain (TLD) for Europe - ".eu". This will complement the existing generic TLDs such as dot.com and dot.org as well as the existing country code TLDs such as dot.uk, dot.de, dot.fr, dot.es etc, and provide a European identity in the Domain Name System for European internet users.

というか、.eu自体地域に対して割当てられたものなのでgTLDではなくccTLDと言うべきなのかも...

個人的には seldon さんと同じく ".eu" は ccTLD なのではないかと思いますが、公式にはどうなんでしょうかね。

gTLD の新設に際しては, 申請の際に多額のアプリケーション・フィーを払わされたあげく, よくわからない審査プロセスを経て reject されるケースもある一方で, 無料で .eu ドメインなんか作られた日にゃ他の gTLD 申請者が怒りたくなるのもわかります.
個人的には .eu は実質的に ccTLD だけれども, (ヨーロッパ方面の)政治的なニュアンスで, new Internet Top Level Domain といっているのではないでしょうか.
