同市は貧困率が高く、破産や暴力事件が続いているうえに家賃の上昇も発生しているという。そういった背景からベーシックインカムの導入が検討されているようだ。資金は非営利団体「Economic Security Project」の資金提供によって行われる
団体名などからおそらく貧困による犯罪率の調査ではないかと。
