こんな条項があって、順にミャンマー、キューバ、イラン、北朝鮮まではいいのですが、その次の・・・ケベック？？

へえー。僕もケベック州の住民に参加資格がない理由が気になっていましたが、この規制は厳しそう (というか面倒臭そう) ですね。勉強になりました。
