アルコールに手を出すことで、違法な行為に対する心理的な障壁が下がってしまうのだと思います。
いきなりドラッグは心理的な障壁が高すぎて手を出しにくいですが、
まず、アルコール（大人は飲んでも良いので多少障壁が低い）に手を出す
→繰り返すことで、違法行為一般に対する障壁が下がってくる
→ドラッグに手を出しやすくなる
という経路があるように思えます。
とすると、規制強化ではなく、逆にアルコールを飲んでいいよ、としてしまうと、
アルコールを飲んでも違法な行為に対する心理的な障壁は下がらないので、
かえってドラッグに手を出さなくなるのではないでしょうか。
逆に、大人も含めてアルコールはNGとしてしまう手もありますが、
アメリカはそれをやって懲りた過去がありますね。
