決して英語が出来るわけじゃないですが、こんなんでどうでしょう。
It was recently revealed that Japan Government had a plan to rebuild the surface of Heijo-kyo area, which is listed on the world caltural heritage, to fulfil annual budget plan and they actually started the construction. Even people lived near the area didn't know anything until the government started the construction. We asked the government about the construction and its plan. And we were only to find that the plan was not so thoughtful. The government did not carry out any kind of assessments and they just considered it as a regular maintenance of the area. Of course, they did it without any previous permission from the World Heritage committee.
日本で言う予算についても書きたいんですが、どこに入れれば良いのか：
In Japan, if a public organization fails to spend all of the budget of a year, the budget of the next year will be decreased based on the actual expense. The government considers that the organization does not need so much budget.

かな。「シリアでは戦闘による蛮行で文化遺産が破壊された。一方、日本の奈良では金儲け（省庁の予算消化）のために文化遺産が破壊されようとしている。これは何としても食い止めなければならない」と世界に訴え、「世界文化遺産から登録抹消されてもいいのか！」と交渉したら？

私だけかもしらないが、なんの証拠も示さずに「金儲けのためにやっている」なんて書くだけで聞く値打ちのない怪文書なみに思えてしまいます。一般的に役所の予算消化のための工事は「金の無駄遣い」であって「金儲け」とは呼びません。
もし「金儲けのためにやっていると書く方がセンセーショナルで受けがいい」と思っていたら、話を理解してもらいたい方を馬鹿にしている行為であると指摘しておきます。
