A non-apology apology, sometimes called a nonpology or fauxpology,[1][2] is a statement in the form of an apology that does not express remorse. It is common in both politics and public relations.
Saying "I'm sorry you feel that way" to someone who has been offended by a statement is a non-apology apology. It does not admit there was anything wrong with the remarks made, and may imply the person took offense for hypersensitive or irrational reasons. 日本人みたいに、「私の発言で不快な思いをされた方がいらっしゃったとすれば、お詫びする」と、一見大人の発言だけど「自分は別に悪くないけど、あなたがそういうから謝っとくよ」という、謝ったようで謝っていないテクニックを身につけた方がいいね。

ちょっと本題から外れるけど、下のWikipediaの解説文の英文、すごく読みやすい。
日本語もそうだけど、英文も書き手のセンスってものがあるのだなあと実感。
