6350.293kg超、ということで乗用車や普通のSUVは関係ないですね
テレマティックシステムを含むという事は、あちらのトラックは遠隔診断が普及してるのでしょうか

誤訳だな。原文は

Commencing in model year 2022 and thereafter a manufacturer of motor vehicles sold in the Commonwealth, including heavy duty vehicles having a gross vehicle weight rating of more than 14,000 pounds, that utilizes a telematics system shall be required

だから、「州内で販売される、テレマティックシステムを利用する車両(14,000ポンドを超える大型車両含む)」という意味。
