ReFS v2をサポートするというだけだろう。
既存のWindows10は、ReFS v1のみサポートで、64KBクラスタ固定なんていうデータ保存には極悪な仕様。
Windows Server 2016でサポート済みのReFS v2までサポートで、4KBクラスタのサポートが追加されたり、記憶域スペースのサポート機能が拡張されている。

Windows Server Insider Prevew：ReFS V1.2、ReFS V3.2

なので
Windows 10 Pro for Workstations：ReFS V1.2、ReFS V3.2

refsv1.sysはReFS v1系をサポートするファイルシステムのドライバ。
refs.sysはReFS v3系をサポートするファイルシステムのドライバ。

ReFS v3.1/v3.2のファイルシステムに最新のInsider Preview版OSでアクセスすると勝手にReFS v3.3になるという恐怖の仕様。
