Mostly Win 2000 + Office 11. They estimate that to upgrade to
Office 12, which MSFT is offering as the "open format" would cost
$50M (including software licenses, upgrading operating systems as
needed, newer hardware in some cases, and training). Estimate
of cost to install Open Office is $5M (comparable components).
He noted that these are VERY CRUDE estimates, e.g., they do not
reflect the possibility of better pricing from vendors.

・日本の役所も OpenDocument に追従すると思うが、漢字コードの問題次第という気がしないでもない。
・米国の役所も MS Office の Version 間の非互換には手を焼いているんだろうねぇ。
・MS Office を止めるのは、予算の問題もあるだろう。MS のセールスマンの腕の見せ所かな。

ここって結構運用コスト系を見落とす人が多いよね。
パッケージソフト代なんて吹っ飛ぶぐらい教育コストって高く付くんだが…。
（目に見えない、原価表にでないから実感が薄いだけで）
自分が知ってるからみんな知っている、自分ができたからみんなできる、
と言う感覚はどの世界でも通用しないんだけど…。

教育コストってのはこの場合時間損失ですね。ワープロ講習会なんぞ開くぜいたくは許されませんし。
ただバージョンアップも２、３世代飛ばすとメニューやツールバーが変ってパニックおこす人も結構います。
そういった場合移行コストはそんなに変らない気もするんですよ。
素人に渡してどのくらいで通常業務に使用できるか試してみないとわからんのですけども。
意外と、変に知恵の付いていない人のほうが普通に使えるかもしれませんね。
某社に「できる！OOo」でも出してもらえれば…無理か（笑）

クリス氏 (州官僚) は州には約5万台のデスクトップPCがあると述べた。
ほとんどが Win 2000 + Office 11 の組み合わせだ。州では、マイクロソフト社が
「オープンフォーマット」であると称して提案している Office 12 への更新には、
5000万ドル掛かると試算している。(これにはソフトウェアライセンス、
必要なオペレーティンスシステムの更新、場合によっては必要な新規ハードウェア、
それに訓練費用が含まれる。) OpenOffice を導入する場合のコストは(同様の尺度で)
500万ドルと試算している。
またクリス氏は、いずれの試算も大雑把なものである、つまり、ベンダーが値引き
する可能性は反映されていないと付け加えた。

この試算をどうひっくり返すのか、見物です。
